Council nixes building cat room at shelter
A proposal to build a new room for cats at Butte's animal shelter raised questions Wednesday evening about euthanasia and operating costs.Commissioners voted 8-4 to deny a request to build a second "free-roaming" room for cats at the Chelsea Bailey Animal Shelter, 699 Centennial Ave., but said they could reconsider the request after a director is hired.An ordinance restricting fireworks in city limits also was introduced and referred to the judiciary committee, which meets next week.Commissioners Cindi Shaw, Charlie O'Leary, Jim Fay and John Sorich supported the shelter project.Commissioners voting against the project said they wanted to put the request made by shelter director Erin Wall on hold until a new director is hired.The job posting for the director position ends Friday, and a new director could be hired around the end of the month, said Public Works Director John VanDaveer.

Self-checkout lines have helped alleviate the hassle of long lines to some extent, but the shopping cart still has to be unloaded and your items scanned before paying. Grocery store chain Stop & Shop, which has 389 locations in Massachusetts, Connecticut, Rhode Island, Maine, New Hampshire, New York, and New Jersey, has been running a trial of a new checkout service since October that could make standing in checkout lines a thing of the past. The system, called Modiv Shopper from Modiv Media, is a small device that is issued to shoppers from a kiosk in the store after they swipe their loyalty cards. The gadget sits on the cart and as items are added it automatically tallies the cart contents up.

DHS faces scrutiny over care
Children's Rights, however, contends the failure of DHS to protect children in its care has been well-documented for more than 10 years and the agency has neglected to fix the problems. In two of the last five years, Oklahoma had the worst rate in the nation of children being abused while in foster care, the lawsuit states. "This includes physical abuse, sexual abuse or extreme neglect inflicted on foster children by foster parents or staff at shelters or other facilities," the lawsuit said. Oklahoma also has a bad record of splitting up siblings in foster homes and psychologically damaging children by bouncing them around from one foster home or shelter to another, the lawsuit states. "Recent state data shows that 34 percent of foster children in Oklahoma had experienced four or more placements and 17 percent — approximately 1,700 children — had experienced six or more placements while in DHS custody," the lawsuit said.
